Alberta, Canada has long had a reputation for maintaining the healthiest and most robust Rocky Mountain bighorn sheep populations in the world! If you know bighorn sheep, you know in Alberta, our genetics are second to none. That’s why Alberta, in the name of conservation, has shared over 700 of our sheep with 11 states and one province over the past few decades.
An Alberta ram held the world record for 89 years before being broken by another Alberta ram in 2000 and then yet another Alberta record in 2015. Alberta boasts nine of the top 25 bighorn sheep ever taken, including numbers 1, 3, 4, and 5 in the Safari Club International (SCI) Record Book and numbers 2, 5, 7, 8, and 9 in the Boone & Crockett Record Book.

Still capable of producing 200-inch-plus rams, this highly coveted Alberta’s Minister's Special License (MSL) recently got even better, as the buyer can hunt from August 25 to August 24 the following year, in any WMU where a sheep season exists. Using the services of the outfitter of their choice, the buyer of this permit can select their preferred method of harvest, either archery or rifle.

LICENCE CONDITIONS
The holder of this Trophy Bighorn Sheep Minister’s Special License (MSL) is authorized to hunt one trophy Bighorn Sheep, in accordance with all provisions of the Wildlife Act and Wildlife Regulation unless exempted in the conditions below.
This special license is valid from August 25, 2025, to August 24, 2026, in any Wildlife Management Unit (WMU) where a bighorn sheep hunting season is identified in the current Alberta Guide to Hunting Regulations.

This license may be held by hunters of any residency status, however, a license holder who is not an Alberta resident must enter into a contract with the holder of a valid Outfitter Permit and be accompanied by a designated guide in accordance with the Wildlife Regulation. The outfitter must be a Class S Outfitter.
This license does not authorize hunting in any location where hunting is prohibited as outlined in the Wildlife Regulation and the current Alberta Guide to Hunting Regulations. This license does not authorize hunting on Sunday in WMUs where the Sunday hunting of big game is prohibited.

While hunting under the authority of this license the hunter may use any legal weapon as defined in the Wildlife Regulation. A crossbow license or bow hunting permit must be obtained by the MSL license holder should they choose to hunt with these weapons.
Please note that the use of rifles during archery seasons should be undertaken with extreme caution and consideration as archery hunters may be using decoys to hunt several big game species. Please be considerate of other hunters to avoid conflicts and ensure safe hunting for all.
A hunter is required to hold a Wildlife Certificate before hunting and, when hunting
with a bow, must hold a bow hunting permit.
This approval does not exempt the MSL holder from the need to follow weapons use restrictions governed by other applicable legislation and regulations, including municipal bylaws.
This license opportunity may not be designated to a hunter or license holder via fee or remuneration (may not be sold or exchanged for value).
*Prior to hunting, the holder of the MSL for bighorn sheep must notify the local Fish and Wildlife Division Office of their license and tag number, WMUs where they expect to hunt, and the dates when hunting is planned to take place.
