As the U.S Navy adopted submarines in the late 19th/early 20th Century, these flags were used to indicate the operations of a submarine in a sea area. These flags were first introduced in 1900 and are, seemingly, still part of the flags of the U.S. Navy in their flags book. The purpose of this flag was to warn friendly warships that a submarine was in operation nearby. This flag is marked “Submarine Warning No. 4: and “Mare Island July 1942.” notation of the shipyard and date tells us that U.S. Navy yards, as they have been doing since the early 19th Century, were tasked with making their own flags for ships and the date on this flag tells us when it was manufactured. Mare Island, now closed as of 1996, was first surveyed in 1849. The site was selected in 1852 and the land purchased by the Navy in 1853. Mare Island was the first U.S. Navy shipyard on the West Coast. In 1854, the yard began building ships in September 1854 under the command of future Admiral David Farragut, of Civil War fame.
